Make a roux with the butter and flour.
Slowly add cream, whisking to remove any lumps, then add remaining ingredients, withholding the oysters. Simmer for about five minutes before adding the oysters. Cook 2 additional minutes with oysters.
Can be served over fish, croutons or biscuits.
